Eleven digital systems for the Municipality of Obando — the Citizen App and Quemoko are ready to use today, with nine more proven in peer municipalities like Balagtas, Romblon, and the Pasig fleet operation.
Obando is a 4th-class municipality on the western edge of Bulacan, bounded by the Manila Bay coast, the Obando River, and a network of fishponds and mangroves. Our proposal is shaped by the actual operational landscape — fisherfolk livelihoods, flood-prone barangays, and an active poblacion economy.
Two systems are already seeded for Obando and can be tested today — the Citizen App and Quemoko (queue management). The remaining nine are in daily use at peer LGUs like Balagtas and ready to roll out for Obando next.
Mobile App for Residents · Priority 1
The official Obando mobile app — a free Android app putting emergency response, local business discovery, online appointments, and barangay news in every resident's pocket. Already seeded for Obando.
Queue Management · Priority 2
A digital queue management system for high-traffic offices — the Mayor's office, BPLS counters, RHU, and MSWDO. Pairs with the Citizen App so residents can book a number from home and arrive just before their turn.
Human Resource Information System
End-to-end personnel records, 201 files, attendance, leave, payroll, and performance for every plantilla and casual employee.
Geographic Information System
Web-based mapping for parcels, zoning, infrastructure, and disaster planning — pre-loaded with Obando's barangay boundaries and coastal layers.
Business Permit & Licensing
DICT-aligned electronic Business Permit and Licensing System — apply, assess, pay, and renew online with same-day processing capability.
Project Management
Track infrastructure, social, and budgeted projects from planning to turnover — with milestone tracking, photo evidence, and disbursement logs.
Vehicle Fleet & Operations
